When it comes to issue framing, the Urban Institute, which does excellent research, should not be ranked quite so high. Over the years, Urban and other left-leaning think tanks consistently present findings on US poverty and low income as if they only happened to people “of color.” Possibly induced by research funders, this bias filters into the media and can lead to resentment and anger in the “white working class.”
