Caution: Directing government resources to a specific race or gender is probably unconstitutional. It also may be politically unwise. Promising preferential treatment to one ethnic group can alienate people in other groups facing similar hardship. Also, pushing for higher pay and benefits would probably draw a lot more votes among working people of all races than promises of access to capital.
