Bipartisan CTC Framework Would Help Lowest Income Quintiles – Tax Policy Center

Changes to the child tax credit proposed in Congress would be of greatest benefit to low-income families. However, they are modest compared to the temporary CTC expansion during Covid that dramatically lowered the US poverty rate for a brief period. If the bipartisan proposal is passed into law, CTC spending would still be regressive (go mostly to families with middle and higher incomes).
